Error Code 0x800703f1, This is what worked for me.

Mine has been failing for awhile, actually since Windows 7 and in the upgrade to Windows 10. If you have turned off any Services trying to tweak or speed your computer up be careful. Those do help but some are barely noticeable and not worth the effort. Volume Shadow Copy is one of those services. If stopped, Windows will work but System Restore will fail to work. I have now set it to start Automatically with Windows.
