Go to:
Method #1: Start > Click File Explorer > then click the Arrow just left of Quick access and you will see Control Panel in the list.
Method #2: Right Click the Start Button you will find Control Panel on the list.
Method #3: In File Explorer set it to show all folders, Scroll way down the list and you will find Control Panel
I found #2 to be the easiest and quickest way
