To turn On:
Press the Windows key and S key at the same time and you will see this on the left
Cortana Turn On 1A

Click the Gear and you will then see this
Cortana Turn On 1B

There's your On/Off Switch

Part 2:
You can't just reverse the steps to get back because the gear icon has now changed
Press the Windows key and S key at the same time and you will now see this on the left
Cortana Turn Off

This time click the Notebook icon in the middle, and your back to this
Cortana Turn Off
